Also known as Hawaii’s Cell Phone Ban, Bill 4 of the City & County of Honolulu prohibits the use of mobile electronic devices while driving. Under the law, mobile electronic devices banned, include, but are not limited to: cellular phones, digital cameras, text messaging devices, personal digital assistants, laptops and hand-held video or video game players. Cell phones would be allowed with a hands-free device but dialing your cell phone while driving and dialing while stopped at a traffic signal is prohibited. The only exception is to make a 9-1-1 emergency phone call.
Phone conversation tasks typically decrease reaction times, travel speeds and increased lane deviations and steering wheel movements.
Hands-Free Technology
Most hands-free users use some form of headphone or wireless earpiece. An increasing number of cellular phones and vehicles are equipped with hands free technology such as Bluetooth technology. Bluetooth enabled cellular phones and vehicles are equipped with voice recognition technology that enables users to make and receive phone calls through a wireless earpiece or vehicle without having to touch any buttons.
Similarly, automobiles are now featuring wireless technology in new vehicles. On-Star in-car communications is another vehicle system that enables drivers to make or receive from inside their vehicles that would normally ring to their cellular handset.
Corded Ear buds
If your cellular phone is not equipped with Bluetooth technology, corded cellular phone earbuds will probably be the choice for your phone. Using a small “ear bud” placed inside the ear’s opening, the voice signal is sent electronically to the earbud directly from the phone in a similar manner to when an earbud device is plugged into a radio.
Air Tube Systems
The air tube hands-free headset uses a hollow “air tube” to transmit sound from the cell phone speaker through a tube containing air to an earpiece attached to a cord. The tube and earpiece contain no metal conductors, and the voice information is transmitted by sound waves in a plastic tube, not via RF radiation.
